If I were you I'd read through some previous BVA decisions and get a grasp on how others have successfully claimed insomnia. So while it is true that there usually can't be two or more individual mental health ratings I've seen literally hundreds of previous BVA decisions like this where service-connection for insomnia and some other MH condition(depression in this example) were granted: So while you're not going to get 2x MH ratings I say file for it anyway unless you're already 100% schedular because it may just push you into the next higher rating. You could also make a solid case for claiming sleep maintenance insomnia as secondary to OSA. According to a reputable meta study I found the prevalence of insomnia jumps from about 5.5% to around 40% if you have tinnitus.
